Boiling water soak — for stubborn cases, submerge the garment in just-boiled water for around 5 minutes (off the heat), let it cool enough to handle safely, then tumble dry hot. Aggressive and less controllable. Do this in stages — run one cycle, check the fit, repeat if needed. You cannot undo over-shrinking easily, so creeping up on it is the entire strategy.

Untreated 100% cotton commonly shrinks somewhere around 3–5% with hot washing and drying — on a shirt, that's a meaningful but not dramatic change, often something like half a size rather than a full one. Pre-shrunk cotton will move considerably less. Blends move proportionally less again, and synthetics essentially not at all. Two honest limitations: you cannot target specific areas — you can't shrink the body while keeping the sleeves, everything moves together — and shirts often shrink more in length than width, which can leave you with a shirt that's shorter but still loose.
